This toolkit provides guidance to water providers about effectively communicating the rationale for water rates, including the process and costs for protecting and delivering clean drinking water to communities. It was developed in partnership with water providers in Portland, Oregon and Columbus, Ohio, and incorporates feedback from community focus groups.
